Previous snow from recent storms have settled on top of faceting snow at the ground with a small amount of wind board sitting on the surface and potentially building from today's strong SW winds. ECT and shovel shear showed it's not a huge concern right now but with more water on the way I'd expect the sensitivity to rise.
