Very loose faceted snow in the upper reaches of the snowpack will certainly be a problem persistent weak layer at all elevations when it is loaded up by inevitable significant snow accumulations..

Very loose, very weak faceted snow found everywhere in the upper foot (~30cms) of the snowpack. The avalanche danger in this area will rise significantly with future accumulations at all elevations and on slopes facing every direction...

Snowpack

Very weak faceted snow is widespread in the upper snowpack and it exists on all aspects. Surface crusts are breaking down, and I found decent "loud powder" skiing and potential for loose avalanches in steeper terrain.
