You are right to point out surface hoar in your statements. In the Sawatch near Monarch Pass, SH is extensive, at least on E aspects near TL where I wss. Entire slopes are covered, and crystals are as large as 1.5 cm. When this gets buried, it may become a persistent weak layer.
