I encountered around 14 inches of dense new snow above 4500’. At the surface there was about a one inch layer that was denser than the snow below, but I would not call it a crust. It did not support a boot but did support my weight once on skies. The new snow was on top of a very firm crust and I observed that it was very most at that interface.
