Quick report

The buried surface hoar layer (12/7 layer) appears to be of minimal concern now; exceptions might be if you found a crossloaded terrain feature from the recent winds.  In sheltered terrain, it produced non-propagating results in tests, a few micro collapses underfoot, and broken slab fractures on unsupported pillows.  We found the layer well preserved up to about 10,000' and not higher.   Shallow sluffing was our primary concern here; the snow surface was protected from the recent wind event and is faceting quickly with the recent cold temps.
