The buried persistent weak layer (PWL) has become a damp layer of rounding facets. It's more like a layer of soft snow underneath very firm and refrozen snow. Triggering an avalanche on this layer isn't impossible but will be unlikely especially with such refrozen snow on top. Generally, I think this layer is pretty much a non-issue in the Ogden area mountains. There could be a few, isolated places where it could come to life again when things heat up again.
