There are two reactive persistent weak layers widely distributed in the snowpack.
The most active is a layer of buried surface hoar found on all aspects at mid and upper elevation from Lost Trail Pass through the Rattlesnake.
The second persistent weak layer is basal facets at northern aspects and on sheltered slopes at mid and upper elevations. This layer has been less reactive but, if triggered, will lead to full depth avalanches.
Both persistent weak layers have become more stubborn and difficult to trigger, but do not be lulled into false confidence. The snowpack structure is still poor and human triggered avalanches are likely on these layers. The only way to manage this problem is to avoid avalanche terrain and slopes over 30 degrees.
